The Apparel sector is the fastest growing segment in the Textile Industry in India with a tremendous potential for export realization and additional employment creation. The apparel industry is labour intensive and needs large number of semi-skilled and skilled manpower in order to sharpen its competitive edge. Also such employment opportunities are ideally suitable to youth with low levels of formal education and low-income levels.  

A Programme aimed at imparting skills to rural below poverty line (BPL) youth has the potential to serve the twin objectives of meeting the manpower shortage of apparel industry while enabling poverty reduction.

In order to ensure inclusive growth, Ministry of Rural Development (MoRD), Government of India has, as part financial assistance, supported and approved a programme proposed by Infrastructure Leasing & Financial Services Limited (IL&FS) aimed at training rural youth from BPL families for jobs in the Apparel Industry

Ministry of Textiles, Govt. of India has appointed IL&FS as Project Management Consultant for facilitating the development of the clusters by establishment of integrated textile parks with necessary infrastructure to support the modern production facilities and to enable the industry meet various legal and trade commitments

The entire cluster development initiatives of IL&FS have now been vested with IL&FS Cluster Development Initiative Ltd (IL&FS CDI), a wholly owned subsidiary of IL&FS. IL&FS CDI as the agent of IL&FS is undertaking, inter alia, cluster development projects to facilitate the enhancement of competitiveness in employment intensive sectors

IL&FS CDI is conducting customized training programs in consultation with industry experts through a number of training centers like BIFT by leveraging existing training facilities and by partnering with agencies that have the ability and experience in conducting such training programmes.

Bangalore Institute of Fashion Technology has an agreement with IL&FS CDI to impart training to the selected trainees from rural BPL families with the aim of enabling them to be capable of operating the industrial sewing machines and placing them in the apparel industry.
